Electricity Bill Relief for 20 Million BISP Beneficiaries: Subsidy Details and Eligibility

The government of Pakistan has announced that all eligible beneficiaries of the Benazir Program will receive subsidies through their electricity bills. Here is the latest update for all BISP beneficiaries. To discuss all the important issues regarding how to transfer a large volume of data for eligible households, therefore soon a meeting will be arranged between K-Electric and BISP.

High Electricity Bill Subsidies For BISP Recipients

In light of the ongoing discussions for providing financial relief to all eligible beneficiaries, BISP is now taking notice so that they can begin implementing the strategy as soon as possible.

Upon the Prime Minister’s directives, the MPA&SS states that subsidies may be provided immediately to Benazir Income Support Fund beneficiaries through their electricity bills. When the BISP asked K-Electric to set up a meeting to discuss and develop a plan for bulk data exchange, the power utility firm responded that the request should be sent through the Power Division.

Collaboration between BISP and K-Electric for subsidy provision

In response to the Prime Minister’s directive, the BISP asked the Power Division to instruct K-Electric to work together.

To reconcile the data of Rs 5 million beneficiaries of the BISP, BISP must provide PITC with that information. Following data validation by the Power Information Technology Company (PITC), subsidies can be provided immediately to qualified recipients through their electricity bills once the Power Division and Finance Division agree.

Direct transfer of subsidies via e-voucher

Protected domestic electricity users will receive subsidies directly through e-vouchers provided by the Ministry of Poverty Alleviation and Social Safety (MPA&SS).

According to KE, all subsidies are given to KE and its customers and are carried out by orders from the Pakistani government’s Finance and Power Divisions. As a result, KE contended that PD and FD should also be used to route the data-sharing directive.

The data-sharing directive should also be routed through PD and FD since all subsidies are given to KE and its customers by orders from the Pakistani government’s Finance and Power Divisions.

E-Vouchers To Be Send To Consumers Via Several Bank Branches

The official news has stated that the BISP is responsible for sharing its data along with beneficiary phone numbers with the power companies, so it must be monitored closely.

Data from PMT scores will be provided to the Power Division by the BISP. In the next step, the Pakistan Telecommunication Authority (PTA) will verify the E-vouchers sent by the Power Division or electricity companies (Discos) to consumers through their registered mobile numbers. The State Bank of Pakistan will involve all banks to create a system where E-vouchers can be used to pay electricity bills.

A Step-by-Step Guide To Giving Subsidies To Beneficiaries

Beneficiaries can learn about the whole process from collecting E-vouchers to receiving subsidies from Power Companies by following these simple steps:

  1. Issuing E-vouchers: By using the PMT system, the government will identify 20 million households with electricity connections, and the Power Division or electricity companies (DISCOs) will issue E-vouchers.
  2. Using E-vouchers:  These families will take their electricity bills and E-vouchers to bill collection points within their DISCO’s service area.
  3. Verification: The system will verify the subsidy at the bill collection points by checking the meter reference number and CNIC (ID number).
  4. Automated Matching: The Power Division’s system will automatically compare electricity consumption with BISP PMT data, removing families who do not qualify.
  5. Recovery for Non-Deserving: In the case of non-deserving families, the amount they owe will be adjusted in future bills if they are found ineligible for the subsidy.
  6. Appeals Process: Families who believe they deserve the subsidy but were not included can visit NSER desks to update their details for future e-vouchers.
  7. Limit to One Benefit: There is a proposal that each family can only receive one subsidy benefit, preventing multiple subsidies if a family has more than one electricity meter.

In conclusion

Providing electricity bill subsidies to 20 million BISP beneficiaries is an important step toward helping low-income families. Subsidies will be applied directly to their bills through E-vouchers, ensuring financial relief for those in need. The system will ensure that only deserving families receive the benefit by collaborating with K-Electric and other power companies, as well as using a transparent verification process.
